Heat the oil to 180°C/350°F. Deep fry the beans until they are wrinkled. Drain on absorbent kitchen paper. Arrange in a dish.
Heat 2 tbsps oil in a pan. Add the meat, salt, ginger, sugar, water and soy sauce and stir-fry until the meat begins to turn brown. Cook over a high heat until all the liquid in the sauce has completely evaporated. Serve the beans with the meat sauce on top.
